Serves as a technical advisor for the Medicare Systems Platform (MiSP) contract at the Centers for Medicare & Medicaid Services (CMS), guiding application development teams through the migration from legacy infrastructure to CMS-controlled cloud environments. Provides expert consultation on CMS policies, compliance requirements, security protocols, and cloud modernization strategies to ensure successful and compliant transitions. This position is advisory in nature.
- Lead application development teams through the complete migration lifecycle from existing infrastructure to CMS cloud platforms
- Interpret and communicate CMS policies, procedures, and compliance requirements to technical teams
- Provide expert guidance on systems security best practices and cloud security architecture
- Develop migration roadmaps and technical strategies aligned with CMS modernization initiatives
- Advise on cloud architecture design, ensuring optimal performance, security, and cost-efficiency
- Identify and mitigate risks throughout the migration process
- Facilitate communication between application teams and CMS infrastructure/security personnel
- Stay current with federal cloud security requirements, including FedRAMP and FISMA
- Document technical solutions and create reference architectures for common migration patterns
- Bachelor's degree in Computer Science, Information Technology, or related field
- 5+ years of experience in IT systems architecture or cloud engineering
- 3+ years of experience with federal healthcare systems or similar regulated environments
- Demonstrated expertise in cloud migration strategies and implementation
- Strong knowledge of security compliance frameworks (NIST, FedRAMP, FISMA)
- Experience with major cloud platforms (AWS, Azure, or GCP)
- Excellent communication skills with ability to translate complex technical concepts
- Experience with Medicare or Medicaid policies and procedures
- Certifications in cloud platforms (AWS Solutions Architect, Azure Solutions Architect, etc.)
- Security certifications (CISSP, CCSP, or equivalent)
- Experience with DevSecOps implementation in government environments
- Experience with legacy system modernization
